That depends on how much editing you are planning on doing.

I use mostly virtualdub - It is open source and supports plugins. It does offer very basic editing functionality - you can only choose a start time and end time, and the filters also allow you cropping resizing and various image manipulations.

If you are looking to add menus and text and lots of other stuff, try dvdlab pro, it has a swak of stuff to edit, or if you just want click a couple of things and write to dvd try dvdsanta, very easy and quick.

make sure you have good audio and video codec's installed or they wont work properly.
