As far as I know it's Masashi Kishimoto who developed the show.

Moretoknow, that's false. The creator was indeed Kishimoto Masashi, he developed the story, characters and plot. However, he made the manga (or the comic book). The TV show is licensed by Viz Media in the U.S. and Aniplex in Japan. Kishimoto Masashi has nothing to do with the anime except that he created the plot in it, but he didn't develope the show itself.
