When I build a website the first thing I do is draw it out on a piece of paper. Then I think about where the content would go. Then I change the drawing so it fits the content better. Then I go and try to reduce the content by 1/2. I also insist that my client gives me the content in a digital format. Then I copy and paste. But first you have to code your structure. So I go to Crimson editor (http://www.crimsoneditor.com/)to write my code. I know that there are oodles of free, fancier ones out there, but I haven't gone looking.
The search for people who can answer your question continues for as long as needed - until you find the answer you were looking for.
