Best to write framework first or content, or as you go and then edit?

when building a new website, do you write out your content first and then copy paste it into your Html or css, (haven't decided how to integrate), or do you lay out your framework first and then wrtie your content?

There is probably an editer available that will highlight my code when I get it right, but I haven't done this in sooo long; can I get an editer for free? which one is the easiest to use?thanks

I used to work as a content writer, and most common method we used, was establishing the framework first. Content is very dynamic and easy to change and modify. You should first know how your website will look, and according to that edit content, not the other way.

It very, some clients came to me with a long contact page and everything had to be put in. However, if I can choose the best way to work it would be to design a rough layout and then decide how much text would look good in the layout and go from there. 

It really depends on the type of the website and what are your need of it. 0..

When I build a website the first thing I do is draw it out on a piece of paper. Then I think about where the content would go. Then I change the drawing so it fits the content better. Then I go and try to reduce the content by 1/2. I also insist that my client gives me the content in a digital format. Then I copy and paste. But first you have to code your structure. So I go to Crimson editor (http://www.crimsoneditor.com/)to write my code. I know that there are oodles of free, fancier ones out there, but I haven't gone looking.

Crimsoneditor is for windows.  I guess I should have said i'm running a mac.  thanks tho.  I like the real help aspect of this answer. Thanks.
