looking for something that will record a meeting (Full Board Mtg. for example) with good sound and can then be transcribed and printed. sort of like a court reporter w/o the court reporter.

Do you need video support as well or just good audio recording and then a speech to text software to convert it into a text file?
If that is the case, you need any reasonable sound recording software (you might want to try the free and open source Audacity) and the run a speech recognition software like Dragon Naturally Speaking (although I haven't tested how good it is and how well it can do that job for a long sound file.
The search for people who can answer your question continues for as long as needed - until you find the answer you were looking for.
