I don't know if that will help, but I once had a girlfriend who had plastic surgery that reduced her breasts' size. One of the side effects of the surgery was the loss of nipples sensitivity.

And remember: these things can be extremely personal and individual. I don't see anything exceptionally wierd in a woman who doesn'y like her nipples touched. I guess it's not so different from women who don't like their ears or necks touched, as opposed to women who takes great pleasure in thouchs like that. 

Well, I would really like to help, but some details are still hidden..Before we start, I just want to inform you that this is common between weman, not all weman are getting aroused in the same areas in the body, some of them are more sensitive in the clitoris, som in the G point, some in the breasts and some in the neck, hips, anus and the list goes on..,  weman get aroused by lots of parts in their bodies.If I were in your place, I would ask myself the question below:If her nipples are not sensitive, then why does it bother her when you touch them? maybe the answer is hidden in here? (this is for you to think about that), maybe she just saying that because she doesn’t like the way you touch her there?  The question is, what do you mean when writing "not sensitive", doesn’t feel? doesn’t get aroused?
