Why can't I white balance a .jpg or .tiff properly in Adobe Camera Raw?

Why won't a .jpg or .tif white balance accurately when opened in Adobe Camera Raw?  I know how to neutralize a raw file in ACR but, just had someone ask why they couldn't do the same with a .tiff or .jpg.  The closest blance I was able to obtain in RGB levels was a 4 level difference.
