you need to reward him by achievements. If he will make a good job, the site's income will rise, so maybe you should reward him by counting  entrances to the site. for example for every 10,000 entrances 100$ addition for his salary.

Deliver all content in time and double check that you have the most final stage of information done before you pass it on to them. It's sometime really hard to change things after they were already put in a specific place \ design.

Have a clear idea of what you want to achieve from the site, fully understand the direction the designer has taken from you, have regular checks and deadlines to make sure that everything is still on course and as you want it to look. Communicate concisely and keep notes of all requirements.

if the shoe fits, wear it.

A happy web designer is well compensated. :) I mean if the result is also good. Give him enough information and give him ideas or concepts to make his job easier.

Just clearly explain to your webdesigner what are your ideas for your website. Then let him summarize in his own words what you've discussed to make it sure that he understands what you're saying. Just also be straight to him that you can't afford paying him high salary. I think providing him these details will make a good working relationship with your web designer.

Be nice to your web designer and give him on what he deserves.  If he did a good job you must give him some bonus or praise him for his achievement.  This can boost his motivation to work harder.
