Do you mean that God would be in power without having any use for being Good. Rediculous, I say! Because Evil would win over God if there was nothing to Good that was fundamentally better than Evil.
In a sense, one may compare this to differences between, for example, democracy and dictatorships. Democracy prevails because of the strengths of horisontal power structures, as opposed to hierarchical ones. But also, dictatorships do have a tendency to prevail.
The strengths of democracy, and other horisontal power structures, would probably be that there is no easily chosen target for an attack, because indipendent beings are able cope with the problems of such attacks without relying on the hierarchically superiors. On the other hand the dictatorships have power over needs, so that the "easily chosen target" would be the only alternative target (in a sense, that is). Trouble is, the easily *chosen* might not be very easily found.
In war, there is evidence for hierarchical structures being more effective. Julius Ceacar became the worlds first emperor because of that. Also, democratic countries tend to have hierarchical structures in their military systems, making special courts a (more or less, I guess) natural thing for them. This points to that God also would have an interest in making use of evil, the same way democracy makes use of hierarchy.
