In the last enterprise 2.0 conference hosted by IDC Israel they said that the best approach is to start from the "grass root" users.

grass root user - an early adopter of new technology with medium seniority level in the company.

In the more global aspect I would suggest to check the different occupational fields that exist in the usa bureua of labor http://www.bls.gov/oes/oes_dl.htm select the most relevant occupations to you and start to identify where they recieve their information.
