Guess you mean "VoipDiscount" right? Yes, some thing like that. It works like "skype".
If you are refering to the nokia n800 or n810, yes it does, but you will still need a wifi connection.

I guess your talking about its portability. Yes it works like cellphone but you need internet connection to use VoIP .
