if my husband is a US citizen, does he need a visa to go to Russia for a visit only for a week?

Yes US citizens do need a visa to enter Russia but the requirements vary so best to check the state department website.  My boss who is a US citizen went last year for work and i had to arrange her visa at the last minute but we were able to pay the travel company to do it all for us which was great!

At present this is the advise they give: 

U.S. citizens must always possess a valid U.S. passport and appropriate visas for travel to or transit through Russia, whether by train, car, ship, or airplane.  It is impossible to obtain a Russian entry visa upon arrival.  Travelers must obtain visas well in advance of travel from a Russian Embassy or Consulate in the United States or in a third country.  Travelers who arrive without an entry visa are not permitted to enter Russia and face immediate expulsion by route of entry, at the traveler’s expense.  Foreigners must apply for Russian visas in their country of citizenship, unless they have permission to stay for more than 90 days in the country where they are making the visa application.

Visa Application Tips

     To apply for your Russian visa successfully, try to fill out all the fields in the application form correctly. Do not forget to name each city or village you intend going to. Make sure you enter in the entry and departure date, as your Russian visa cannot be done without these dates. You can leave the following questions blank: "Department or organization to be visited", "Do you have medical coverage valid in Russia?"

Medical Insurance

     Medical insurance is required for the citizens of Israel, Finland, Estonia, as well as for the citizens of Schengen Agreement Member States (Austria, Belgium, France, Germany, Greece, Italy, Luxembourg, Netherlands, Portugal, Spain). Medical insurance is not required for US citizens.

Yes, you need a valid visa in visiting other country like Russia. I guess you need to apply for tourist visa because all citizens of other countries are required to have a visa.
