Can I apply for a new J-1 visa in the US Consulate in Canada while my current multiple-entry J-1 visa is still valid but will expire in a month? (to be sure I can get back no matter what the Consulate decides) Shall I wait until it expires first?

Don't wait until it expires. Start the process now of extending/renewing your visa so you won't have problems later. Good luck.
