Everything I say can be fully substantiated by my own opinion.
The postal service requires anyone who wishes home delivery to have an approved recepticle in which the mail can be deposited. While there may not be a policy preventing a carrier from knocking on the door and waiting for you to receive your mail, he is, absolutely, under no obligation to do so. Carriers (UPS included) are alloted a tight schedule in order to complete their deliveries and cannot provide special treatment if it slows them down.
