How to unblock a incoming blocked cell number

I keep recieving a BLOCKED number on my cell when I looked it up through my t-mobile bill whoever it is calling me is using a T-mobile cell also. (It shows this on the bill it's called t-mobile to t-mobile). Is there a way for me to find out who this person is and what the T-mobile number is they are calling me from?
