This to a certain extent is true, but what these places 99% of the time are offering is 100% of the game. But they are charging monthly fees for ISO files of the game which they have downloaded then uploaded to their own sites. they ARE offering the full games but as an ISO file. This ONLY works if the users PSP is CFW enabled. if not then these ISO files will be useless until you have enabled CFW on your PSP. maybe some of these so called free sites are just offering demo's etc but most of them i beleive are offering full ISO files and are charging monthly fees! (these game files can be found for free via release groups if you know where your looking) But.... I beleive users with CFW should only be downloading ISO files of the game as a backup of their own being that they own the game. these free sites are taking advantage of this and illegally charging fees for the majority of ISO roms of PSP games on the market. CFW should be used for users to modify their PSP, find cool applications, game developement and homebrew etc. These sites selling games using this method is only gonna kill the PSP which will result in sony not reaching a satisfactory target on sales and look into an updated model, but then they know and with previous experience that it will only be a matter of time before the next console is to be pirated.
