I believe that there are many parts of rural India (mainly the southern states and islands) in which you can leave like a “local” millionaire – you will probably have to buy some assets or a business to keep the money from running out.

 


Of curse there are many other growing nations – but I know India is the best!!!

Here is a very interesting

article about the cheapest places for Americans to live.  Here though, it doesn't mention places in the far east, like Thailand, and I think that you can get a lot for your money there, too.  I hope this helps.  Good luck finding a place to live like a millionaire :)
