If you want to clean the rust off the rails, just plain steel wool should do the trick. If you want to clean the plastic cross ties, any gentle soap should do, like dish soap. Dry the pieces thoroughly before you hook the electricity up to them (not that you are putting enough juice into them to get a bad shock).
