Is it my transmission or not?

on my 95 mitsubishi mirage I am having trouble moving forward, i have to put gear in L1 and once I am rolling I can put in drive and do fine, also reverse works fine, Is there something in the fuse panel that causes this or do I have a transmission problem???????
