A top stitch seam can also be a lengthened stitch that is sewn on the right side of the garment (maybe around the armhole or around the neck or bottom of the garment) such as a blouse etc. Sewn about a 1/4"- 1/2" in.  Helps hold down the interfacing or just for looks.  It also works if there is no interfacing around the armhole of a blouse (just binding).  You can top stitch it down.  Hope this helps.
