Sounds like an easy fix to a remodel. But No. The new tile would fall off. Out with the old in with the new.

Yes, as long as the old tile is on securely. We quite often tile over tile with very large body tiles using latex modified thinset. You can not tile over faulty tile but as long as it's on OK and you just want to change the look or color go for it.

Tile will get slippery too when wet.  Make sure you treat the tiles to "slip-proof" them with something like www.slipdoctors.com sells.  Its a cheap way to make your slick tiles non-slip.
