I was in the same boat you were at one time. And in our area we could go to the Salvation Army, and with the stimulus that the government was handing out, the salvation army received some of that to help with utility bills of lower income people. I would try that. They can also help with more than electric bill as well. I am not sure how often they can help, but I would check them out.
