Can someone tell me the name of this game?

The game I'm looking for was probably made between the late 90s and the early 2000s. It was a third person PC game. In the game for each level you would choose a handful of silly characters from a whole bunch. You would control one of them and if they died you would use the next and etc. I vaguely  remember some of the characters. One was a woman with a baby carriage that would ram people and I think they also had a woman with a shopping cart that would ram people. I think I remember one that threw fire or bombs or something and it think another was a sailor or sea captain. I don't remember much else as I have not played it for years but i would really appreciate any information on it.
