If you have a FAX modem and appropriate software installed, you will generally use the "Print..." command from within the application [from which] you wish to send your FAX. Be sure to choose your FAX device in the "Select Printer" section of the "General" tab, in the Print dialog box. There will be options for specifying the FAX number to which you wish to send, as well as for including a cover sheet, etc...

www.efax.com has been around for ever.  You can receive faxes for free but pay for faxes out.  The best price for faxes out, I haven't found free yet is www.faxzero.com.  There may be some shareware, but I don't know about it.

My vote is for http://faxzero.com/ Used them several times and all faxes have been successful.

If you need to send a document over in a pinch, take a digital picture of the document, crop it using Picasa, convert the image to a PDF using CutePDF, and send the fax using faxzero. A few more steps then going to the convient store although it all adds up to $0.
