Is it still valuable for Google rankings to get a listing in Yahoo or Dmoz - I notice that google has change their guidelines and there no longer references to these and other directories?

Yes it is still valuable to submit links on directories especially on Yahoo Directory and DMoz. They can still give backlinks to your website.
