You do not need a degree but to get into the field you must have a good portfolio of sketches or photos of clothing that you designed. There is a lot of competition so you have to have a competitive advantage. A degree means that you underwent formal training and in addition to talent you will have learned various techniques for presenting your ideas and basic knowledge of fabrics and clothing manufacturing processes which are not easy to learn on your own unless you have been working as an apprentice. If you know you have the talent you should go for it because every field is always looking for fresh ideas.

No degree is needed.  All what is needed is good taste and imagination. 
One can be a world famous fasion designer with no degree at all..... and there are several examples to that.....   On the other hand one can have 25 degrees and won't be able to design a T-shirt.....

i heard that there are some fashion schools where you can enroll to have a formal education about fashion - some includes modelling. but its important that you have the passion and good imagination about fashion.

You don't need a degree, hey you don't even need to know how to sew! There aare a few designers that can not sew .

I honestly dont no but u shud do research...By heading off to opening houses @ colleges and u'll find out or type a college name and do research in wat college u want to start ur studies in or insutitue and dat shud help u in ur info dat u need....

No degree is necessary to be a fashion designer. You should only do fashion designing course which is of 3 years of duration or less than that.
