Just think what your life would be without him. Perhaps a card (thanks. have a drink or dinner on us.) and $10-$25 seems sentimental enough...

No your not , but how about giving him a smile and wishing him a happy holidays . You can treat him with some chocolates though.

 

Yes, definately. Gov't employees should get no more than $20.00.  A small useful gift along with it would be nice also.
