Is there a way to reduce my student loan interest rate from 9%? I'm not able to consolidate.

Don't sweat the petty things and don't pet the sweaty things.

Use a cosigner. If you apply for a loan with someone else's strong credit behind you, you can usually receive a much lower interest rate than if you took the loan out on your own.
