I plan to apply for a student visa so I can get my PhD degree. Previously, I have applied for immigration in the skilled-worker category. Is there going to be a problem for either of the applications? Is someone who has applied for skilled worker immigration to Canada prevented from applying for the student visa and vice versa?

I don't think it will matter if you apply for a student visa now and you still have an application pending for a skilled-workers' visa.
I don't think there has been any issues with that in any country. Take a look at the students in Australia here http://www.principalvisas.com.au/student_visarequirement.html all the requirements and a free online assessment if you are fit for a student visa... surely there is something like this in the country that you will be visiting.
