I don't anderstend what is state... Always when I wanna sign up to a web in english, I have to write country and state... Well, I live in Israel, and i write it as my country, so what sould I write as my state?

in most sites, once you select a country which is not usa, the "state" option dissappears.
you could always choose "other", or just pick a state which you like in particular..
If it's a shopping site - maybe they don't have service outside the USA.

A State is a sovereign political entity among the powers of the earth. In the case of the United States, each State is technically a potential country, loosely bound together by the Federal Government -- yet another sovereign political entity. Federal law presides on Federally-owned lands, and State law presides everywhere else. Where State law and Federal law disagree, State law takes precedence in that State. Federal law mandates over property, State law mandates over life, with a few exceptions that are worth noting: espionage, for example.
In short, if the Federal Government were to suddenly disappear, in a few months, all would be back to business as usual -- but we'd pay state taxes that far exceed what they are now.
The state of Israel is a sovereign power, consignatory to the United Nations, and Geneva Convention, as you well know. Be proud of your nation!
