I guess it depends on the relationship. If the man expresses feelings beyond friendship for the woman, then it could lead to a relationship. On the other hand, if there is no physical intimacy involved it is hard to say. I always find that asking someone directly is the best way to find out what it is that you would like to know. Ask your "special friend" what he means when he calls you that. He could just be shy and/unsure if feelings are returned. Asking him might help move things forward. What is the worst that could happen? He could tell you that he only means that you are a close friend, and because all you have done is asked innocently, no one gets hurt! Good luck :)
