Why do we see stars?

Sometimes when I suddenly get up or just suddenly Sneeze I see these small "star" like dots moving around. They are not really there , and  it made me thinking what is that? We all now it from the cartoons when a figure gets injured in his head then there are stars around his head . In my country there is even a saying "to see stars" or "make him see stars". Can someone explain?

If you get elbowed in the eye (or get hit on the head as above), you see stars.
