I'm looking for an online event management system with the following features:
* The ability to define a fixed number of invites, and send them to a list of people. Only people who got the invites can register to the event. The event manager can see the number of people who RSVPd, and send more invites if necessary.
* The ability to delegate invites to several people, and manage them individually and collectively. For example: Person A gets 100 invites, and Person B gets 200 invites. Each person can send out his invites, and view the RSVPs. The event manager can view the total number of invites and RSVPs.

I believe your request can be solved by this company http://www.conferenceEdge.com. I know that you can define different targets, validate target registrations with validation codes, allow invitations to be sent by those targets, etc.
I'm not 100% sure regarding your RSVP viewing requirements but I do know their system provides quite advanced features and options.
