If you are having issues coding your site, I would suggest using a content management system such as Joomla! or WordPress.  These design programs are uploaded directly to the server that hosts your site (via FTP) and customized to suite your design needs.

The best part of programs like this is that they are easy to use and do not require any prior design knowledge or experience.

A website like www.webriq.com can solve the woes of website builder where they can include and manage forums ,blogs,articles,newsletters,banners,logos,links, widgets,event calenders,voting modules,webshops that can be integrated with paypal and other third party payment methods. There is a picture gallery module where you can download all kinds of images and display them in carousel mode.

I agree with dcubbage (AND Jack, for that matter ;) ).  I'd recommend using Wordpress -- there are a ton of free skins, its control panel is very user friendly, there are numerous free plugins to address most any site requirements a small business might have, it's got pretty good SEO by default, and it's easy to deploy.

For free skins, I always start at Smashing Magazine .  For paid skins, I'd check out ThemeForest .
