can I send a picture to a cell phone for free over the internet?
I was just dealing with this issue yesterday. You have to sign up for a package with your cell phone provider in order to send pictures. It is a web package that they have. If you don't have it, then your phone won't allow you to send the pictures. It probably doesn't cost very much, but it depends on your cell phone provider.
you can use a free service that a site called Ventones
provides. They let you upload any image from your pc and make a wallpaper . You can also do the same for ringtones

I would think you would be charged for this unless you had like an unlimited data transfer deal

yes you can but it has to be either Verizon Wireless, Sprint, and AT&T, formerly Cingular subscribers,nothing else.
