How can i only re size a certain part of a picture on Photoshop?

Quality never been accidental.

Hai

 I hope you have the basic knowledge in Photoshop. To re size a part of a picture, select the area using anyone of the selection tools. Then go to Edit > Free Transform. This will give you an option to drag and resizing that selected area.
