Did you take a look at the link they are promoting for SEO?  They are promoting an SEO, creating a back link.  In other words, it's clear that these people already know the answer to this question.

Hey duh, the question itself is spam!
I am new here and don't think that I would like to stay here as this place seems to be flooding with spam by few unscrupulous SEO companies while I look around for questions in my niche. I certainly wont like to answer such a spam that no body will return back to read! System here too, doesn't seem to be dealing with it uptil now. I guess, Yahoo Answer's policy should be ideal for them to follow in nearer future.

As such Google page rank is only a secondary scale to measure SEO success. As other posters have mentioned yes you must get links from sites with higher PR than yours. Be careful to find out No follow links as the PR juice would not be passed to your site in that case.
