I use quite a few forums on the web and none of them offers this option, I guess it's because of privacy concerns and the fact that some people don't like Americans/Arabs/French/whatever and may use this search for negative purposes.

On Yedda, from what I see, you can find such people only if they tagged themselves with the name of their country (or another country, you won't be able to know).
