I don't think anything can completly prevent kids from doing drugs as there are so many factors involved but after school programs will definitly help prevent it as it keeps them busy and helps them to hang out with the right sorts of kids.
Peer pressure is one of the biggest reasons for kids doing drugs and boredom is another one.
