Yes, he expected you to say that you love him too and he is sure dissapointed.  The best advise I can give you is: tell the truth ! - Tell him that you think you love him but you are not sure yet, and add that one thing is beyond doubt: you don't want to loose him.  Emphasize that you never lie and you can't tell a lie (to anyone and specifically to him).....  I believe that he'll appreciate your honesty.

He took the first step for commitment and it is natural that he expected the same from you. You can honestly tell him that you are not sure BUT the fact that you continue to go out with him shows that you feel really enjoy being with him, enjoy his company should be taken as encouraging signs. You need more time but please no pressure. If he feels that you are worth waiting for he will agree. This is your life and you should not allow him to intimidate you. If you finally feel it is true love you will both come out ahead.

If hes gonna pressure you and break up with you, that's not A way to show someone you love them Take your time.

I am sure he was hurt when you didn't say it back but it was right not to, when you don't know. Just don't say I love you to keep him, those words come from your heart and you must be able to feel it, to say it. You should never say something just to keep someone. I agree with the above answer tell him you think you love him but just aren't sure enough to say it, you can always say you have deep feelings for him, well if you do and that you still want to remain in this relationship. If he loves you he will be content with that because you were honest.

2 thumbs up for OronD !   Yes be honest with him , all solid relationship are based on honesty .  Tell him you have very strong feelings for him and care for him deeply , but you need a little more time , with him not without him .  If he loves you he will be willing to give you the time you need . 

one has to be careful when using the word love! love brings about some wanted changes and some bad! if you are unsure dont say it! he will respect you more later if things dont work out!
