Can I come off of my Direct Tv receiver to my desktop computer with rca plugs for vidio and sound
Sure you can, but for the picture you must have the proper hardware on your computer. This means a TV tuner card. These days you can get them pretty cheap. Some are even built in with the graphic cards. As for the sound all you need is a RCA2Stereo convertor.
