You don't say specifically what laws they are breaking. So, you can only get generalized reply. You could contact the DOT. Talk to them about what laws are being broken and what corrective actions can be taken so the problem is eradicated. If that isn't satisfactory and the violations also break state/local laws contact local police.
Report to DOT. That is why they are there.
