Our town had a person that was just like that. All the homes around his were so nice , pretty and kept up. This bozo had so much stuff that it looked like that dump and he had mice and rats running around. Finally our town hall issued him a summons to either clean it up or they will and charge him for it. Every day he didnt comply they would fine him $1,ooo.oo (yep one thousand bucks) and condem it and the town will take it. So all this to say .. go to your town hall or city hall and ask for the ordinance , town by law or whatever your town /city calls it and have the health department go out as that place may be a health hazzard . hope it helps , sha
