I must provide easements to each neighbor living ...

I must provide easements to each neighbor living or working on property located behind me. In other words, I own the property on BOTH sides of the road so they must pass over my private property on a private road to acess their land. Currently I am having trouble with speeders. I have posted signs noting children are at play. I have had numerous conversations with these folks asking them to mind their speed. I have now placed speed bumps in the road which they promptly and quite disrespectfully drove around. I tried to stop the driving around by placing large rocks on either side of the speed bumps, not blocking passage on the road but blocking the detour they were creating on the shoulder. To my horror I watched one of their employees drive through my yard to avoid the newly placed deterents. The employer called to say it was the only way his employee could get to work. This is false as there is a barn (which we own) these people could have driven around. WHAT can one do to monitor or enforce a speed rule? The police have no jurisdiction on this road (no patrol) so the mentality is nothing can stop them from behaving however they please while crossing my property. Since their arrival I have had 2 dogs hit. One died, one cost several thousand dollars to save. I have 2 young boys and i fear for their safety when playing outside. They keep their 4 wheelers etc. in the barn across the road and we warn them constatnly to watch out. I fear with summer coming an accident is inevitible. Any suggestions?

Fill the road with water and turn it into mud.  That should slow them down.
