What rights would those be?

Basically if you pay the price, once your dues are paid, you should have your rights restored (unless revoked for good by the court).

Yes, your civil rights can be restored once you are "off paper."  BUT it depends on the state.  Some do not allow felons to ever vote again (it's called "felon disenfranchisement"), even if they have completed all of the terms of their sentences.
