How do I restore my taskbar?

Somehow the task bar and start button has disappeared from my screen.  How can I get it back?

Press Ctrl+Escape. right click on the taskbar and choose properties. Tick these options: "Lock the taskbar", "Keep the taskbar on top of other windows". Untick "Auto hide the taskbar".

We have already tried this and nothing happens.  I have no recovery/back up discs (on advice by another puter user with lots of knowledge/commen sense) so I don't know how to reload the system.  Is there a web site that can help me with this?  Is this a hardware problem (HP) or a software problem (Windows XP)?

Definitely not a hardware problem. Have a look in here. That's a very famous website for tweaking XP's interface. It has some solutions for repairing "Taskbar problems".
