in the state of iowa, if a motorcycle accident occurred because a prior auto accident wasnt cleaned up properly, who is responsible? The 1st truck on scene ran out of water to remove the gas and oil spillage from the auto accident.The absorbant stuff was laid down, then all left, 2 hrs later my husband going around the curve hit this stuff and lost control of the motorcycle. No tape, no signs, no caution items were used. Is this the counties responsibility?
