Can my landlord change his mind and asked for the rent after we have agreed for him to take possession of my security deposit for the last month of leasing agreement?

Unless you have something in writing with his signature, your landlord can go back on his word and require you pay your last month's rent (as opposed to taking your security deposit for last month's rent).
