Can't remember the name of a movie

im pretty sure that this an older movie and i can't really remember much, but i remember that it was about some kind of mermaid like creatures, and i remember a crystal ball in it at some point. I thought it may have been the water babies but it was not a cartoon. any ideas?

I think it is "the water babies" it has a whole part before it goes underwater which isn't a cartoon, and there's a witch character with a crystal ball.
