LOL.  interesting theory.  i believe that God/Buddha/Whomever Higher Power One Worships would not put a good cat in loop of bad behavior.  He/She/It would give said good cat a new life as say a dog.  :0)

conversely, i believe that bad people are reincarnated lower on the food chain.  say, child molesters are the maggots on dead bodies.  innocent people suffering harm by the hands of others, they get to the top of the food chain, say, a great white shark. 

i think i will come back as a cat.  a lion.  *winks*

Just curious, but how much weed did you smoke before you decided to ask that question?  A cat?  You mean if a cat decides to lick itself in its life, if reincarnated will it continue to lick itself?  Will it perpetually lick itself life after life?  Well, yes. It is a cat, so chances are pretty good that it will repeat all the same behaviors if reincarnated as a cat.

Cats are neutral from an ethical point of view. They belong to what Kant has called the world of appearances and are ruled by causality. People have freedom of choice, they have the possibility to transport themselves to the intelligible world of the noumena, the things in themselves. and act in accordance with ethical principles even at the expense of their natural inclinations. If they don't they will enjoy nature fully the next time as a cat, a dog, or whatever natural evolution or any other external causes have in store for them.
